Can I get gifted data with a plan without data?
But it doesn't fully answer my question:
Can I have 2 mobile plans (one for me and one for my girlfriend), one with data and one without, and send data from the one with to the one without, or do I need to have data to accept data?
(Because I know that you can't use perks on a plan without data).

Sorry but the answer is no
You can't only use perks on a plan without data9 -
You need a plan with data in order to accept data shares, BUT you can manage some data sharing with a little effort (and changes to plans).
What you can do is on the first month, have both plans with data. Yours would have all the data you need AND also buy data you expect your girl friend uses for the next two months.
Before the end of the first month (at least 48 hours before the cycle date), you can share from your plan the data required for the next month to your girlfriends plan.
Then change your girlfriends plan to not have data (but don't forget, you've already sent her the data you expect her to use).
After the next month, you can either bring her plan back with data, or you could have sent more data to her on the first month.
NB: Fizz can change prices at any time, so coming back to your original plan could cost an extra dollar or so.
NB2: if you girlfriend has no data in her plan, and she used up all the data you shared with her in the previous month, then you'll have no choice but to purchase data add-ons ($$$) or decide to go without data till the end of the cycle.
