How to set up the notifications of voicemail? I hope others call can hear my voice and leave the mes

I hope that when someone call me can hear my notification, like"hi, please leave your msg, I will call U back as soon as possible!!". Dose someone know how to set this operation?

    Call the voicemail, entre the PIN pick the option 3 to personalize your greating
