I am using wifi with my Android phone.
I have phone apps(Textnow, Text me, Fongo) , all of them can't make and receive phone calls, either drops when dialing, or stuck when receiving calls.
Only text messaging are OK.
I am sure it's not the phone problem, because the texting is OK, and also not the apps' problem, because all 3 different apps have the same problem.
