Why can't I receive calls while in a province outside of Quebec?

When I am outside of Quebec, I cannot receive or make phone calls even though I have an unlimited Canada calling plan. Is this normal? What are my options in correcting this?

if you have Canada coverage and you are in Canada this is not normal.

Do you have the operator selection in automatic?

The steps for enabling your device to automatically select a network varies depending on the type of phone. Here are two examples:

Android: Settings → Connections → Mobile networks → Network operators → Search networks → Automatic/Fizz

iPhone: Settings → Operators → Automatic/Fizz

Did you already try to reboot the phone?

I was able to use without problem my phone in other provinces and USA
