What is the notification section for?

I have not had Internet service for almost 4 days now. I've contacted customer support multiple times, without resolving this growing problem (my home phone service is VOIP - no cell). They told me that there is work being done in my area, then another time that this is upgrade work on the network. If so, why is there no notification that there is work going on? Even if there is, why - in 2020 - is it taking 4 days?
