It is recommended that, when you put a sim card on the tray, the phone should be off. Put the sim card then power on your phone.
I suggest you clean it with your hand before inserted into your phone. Always power off your phone, then remove the sim card.

Try booting up the phone without the sim card in the phone and going into network settings/mobile operators (or something similar) and make sure it's set to "select automatically" or "auto" then try powering down, installing the sim and see if it boots then.7
