Calling Outside of Quebec with Add On not Working

I was using Quebec coverage. When I was trying to call an Ontario number, my phone says, 'your current plan is not available to connect this call'. So I added the Canadian travel add-on. As it should take effect immediately, when I call again it prompts the same message saying my current plan is not able to connect!

Hi Max,
The travel add-on is for when you go on travel outside Québec, not if you stay in Quebec and want to call outside the province.
I would contact customer support to get the add-on refunded and add proper calling function to Ontario.
Here's how to contact customer support by chat, from 8 AM to 9 PM everyday:
1) Connect to your Fizz account (if you have more than one, connect to the one that has the problem) by clicking « Login » in the top right corner at fizz.ca
2) Click on this link: https://fizz.ca/en/contact-us
3) The green chat bubble should appear after a few seconds in the bottom right corner.
