Why does Fizz not allow me to call 511?

A few months ago was the second time that our car broke down on a freezing highway, and when we tried to call the 511 road assistance number to get a tow truck, and Fizz blocked the call. This had also happened last year and they had told us that the problem was fixed. We had a child in the car and were freezing for over half an hour until luckily another car stopped and we used their phone (Telus) to contact roadside assistance.
I spoke numerous times with customer reps and they said that engineers are working on it... did I mention it's been a year? I would really prefer not to wait for next winter to have the same thing occur so it would be great if anybody could give me some kind of solution.

Maybe, make a complaint to the CRTC is the right thing to do.6 -
One year and they did not solved this kind of issue, likely you are ok

The work around would be 1-888-355-0511 (for Quebec 511)10

5-1-1 service was brought to Canada by the Canada 511 Consortium (since many States have implemented the 5-1-1. Here, each province is free to implement the service. Québec, Ontario, Alberta, Manitoba, New Brunswick, Nova Scotia, PEI and Yukon have it.
Which province where you in when this happened? Was it on Fizz/Vidéotron Network or a partner Network?
Maybe it was a technical issue between Fizz partners or problem on Fizz's infrastructure.
