What is the deadline for adding an upgrade for it to take effect on the next billing cycle?

The deadline is a minimum of 48 hours before the billing cycle.10

48 hours before your next pay period starts. You can see how many days you have left to your cycle on yout overview page in My Account.9

Normally, yes the remaining days in the cycle are shown in the account overview... except when it gets replaced by:
The warning is quite early, and the credit card company has not yet sent the replacement.
Anyways, the billing date can be found in Transaction History.9 -

If you're not sure, try it and the site will give you a pop-up saying you need to wait till X date to change
