line is not working after addon 60 minutes internationnal?

My mother left last night to florida, I changed her plan for canada + us but it will be active in 3 days only. So I add a 60 minutes internationnal for 6$, now since, everytime i try to call her, its either a fast busy or "your call cannot be completed as dial..." her voicemail is not even answering... what is going on?

You need to buy travel addon ( https://zone.fizz.ca/dce/customer-ui-prod/#/account/travel?productId=137328&step=options) rather than international call

You must buy travel addon (calls) for USA.
It wont work with international calls
