LTE slow in downtown montreal?

Am I the only one who is getting very slow LTE speeds in downtown Montreal(Westmount, Pt-St-Charles) for the past month or so. It barely hits 10 mbps on both speedtest and fast. Moreover, on Lionel-Groulx metro station I only get HSPA+.

On the metro, I am seeing the switch to HSPA+ at Villa-Maria going in either direction 90% of the time during rush hour. On rare occasions, it will stay on LTE.6
