I live in Ottawa and I go out of the fizz zone part of the day. I have issues wil the partners service, calls sound gargled, or drops, data is all over the map, in a span of 5 mins, it goes LTE, 2g, to no data, the back up to 4g. Is this normal?

Which area are you seeing this in? I haven’t had any issues so far just outside the Fizz zone.
Fizz partners primarily with Rogers for roaming services. Their Canada-wide coverage isn't the greatest.

If you are able to manually select the network, pick Fizz EXT using Bell/Telus towers.
