Data plan not working in USA?

I purchased a travel Add-On for a trip to New York city. The roaming on my phone was on for the 4 days I was there and I was never able to hava data except for a few seconds on my way back to the airport in New Jersey. I have seen here that I am not the only one who had trouble roaming data in the USA. Is there any way to transfer an add-on that I was never able to use? These add-ons expire after a month from what I understand...
