I cannot add a second credit card in the bill payment system. This is an issue as require it for my services to work.

however, today people have problems with their payment.
Probably you are better off contacting support.
Go on the link that I posted, wait for 15 seconds, an icon will appear in the bottom right of the page.

It worked for me.
just verify the billing adress and name well when you type in.
Go "My profile-Payment mathodes"
-add new card info
-then set as a principal payment mathode.
-then delete the other one you don't use.
