Answered question
With a Can+US plan, made a call from Montreal to Sherbrooke. Phone number is based in Mtl. Got a message that this was a long distance call. I waited then the call just ended. Just a temporary issue? Seems to work fine when calling another number in Sherbrooke which is under Fizz.
I'd you add 1 before dialing the number you won't hear the message. If it let's you call it's because it's covered with your plan. Think of it as a default message

It's normal. wont' be charged. no worry
System still glitchy.
So you will face errors in other areas of the service.
No charge if the area code you dialed is within your coverage area.
Was mostly worried about the call dropping after hearing the alert. Maybe a problem on the side's phone or it was turned off or something. There weren't an option to leave a voicemail.
