I have the Canada wide plan, and I had LTE coverage on Fizz EXT when I went to Toronto area for the weekend a couple of weeks ago. (I think that's what you're asking?)

You will have access to all the features included in your plan in the coverage area you are paying for be it Quebec, Canada wide or Canada+USA.
If you have the Canada and/or USA plan, it should work fine with lte. I don’t see why it wouldn’t.
The answer is, LTE is included and should work when you travel. However, there have been reports of problems on the extended network. So best to have a plan B, just in case.
As someone who tried it out...
Canada - uses Rogers mainly when outside of Fizz coverage. Works decently when it wants to work.
USA - spotty at best. Huge fluctuation between ATT & T-Mobile (like every few minutes). I had to manually select ATT network to use it sort of properly. This was in Los Angeles

It works everywhere in Canada and US . Was in US last weekend, LTE worked
LTE speed varies in USA. If you're in rural such as Ogdensburg, it's only 3M or so. If you go to Syracuse or new york city , speed is 30m+. I never get speed more than 30M in USA. Maybe I never went outside of new york state.
