Why is there no different options for the number of mobile minutes?

Just curious why is there no different options for the number of mobile minutes you can choose in your monthly plan? It is either unlimited or 0 minutes with nothing in between. Perhaps Fizz could answer this question.

The option exists, but you must choose a 0-minute package, and then buy additions (minutes or text messages)6

I guess that's because the unlimited minutes option is already cheap :-)3
