Lost Internet Connection

My internet randomly went down about 30 mins ago. I have restarted the Modem 3 times now and every time the modem will boot up but the downstream is just blinking in green.

What are next steps

2- The green chat bubble with the ? should appear after a few seconds in the bottom right corner.
3- Click on it, and select chat if available, or any other option
