Only data from the paid part of your current month's plan can be donated.
How much of this data do you have remaining?
If you were gifting 1 GB, can you try gifting 500 MB to see if this works?
At one time, there was an accounting issue on my plan data and I could not gift the last 500 MB so it ended up going to my rollover.
