Is the “1” required before the area code when texting someone from another Canadian province? I have the Canadian wide plan if that is relevant.
I’m trying to text someone but haven’t gotten a reply so I was wondering if they even received the message or not.

Usually, the phone will do it itslef if need be. From my part, i'm texting clients from Manitoba and i'm from quebec. Either i put a "1" or not doesn't change anything. It reaches the contact anyway.
I don't think you need to do anything more than text the number.14
