I can't seem to access my camera system from outside?

I had cameras installed in my home (Fizz Internet). The installer says we need port 8000 forwarded to the recorder, which he has done. However the remote access app doesn't connect. He's also tried alternate port addresses with no success.
If the tech initiates a tracert, it identifies the IP address properly via dyn.com and everything responds until it hits the Videotron portal (sensitive data masked):

He gets similar results from several different ISPs and from his cell phone.
The chat support bubble not showing and I need to get this working.
Can someone at Fizz Internet fix the problem?

    Usually you must have at least 2 ports
    - one for the RT traffic
    - one for the control
    .
    Do you have the camera model.

    The traceroute can give you request time out since some routers drops the package, therefore it is a test but not the best one

    This is not my first installation (though it IS my first to a Fizz client. As you can clearly see from the results of the tracert, things get stuck at the Videotron portal..

    While the NVR *can* use UPNP to configure the router I've set it up manually. You only *need* port 8000, because the RTS port is opened by the host in response t the connect query on port 8000, though that port and port 554 have been forwarded as well to allow remote login so we can manage the recorder and cameras - not necessary for the task and the web access doesn't work either.

    I had thought the question was clear - I've identified an issue and was hoping for a Videotron/Fizz support person to chime in with an answer as to why we aren't getting past (in this case) 'videotron_bx4-montreal02.net.bell.ca'. . . . .

    And we've tried from various origins, all with the same result - it hits the first Videotron address and we get no further.
