Yes, if you do not have data you cannot use it.
However the exception is if you put money in the Fizz’s wallet9 -

Yes that is correct. Even if your phone tried to use Fizz data, the Fizz network will not give it any (until you get a plan with data or purchase a data add-on)8

Sorry, just thought of another point. If you have no data plan, but use your house wifi (or any other wifi) then your phone will connect to the internet using wifi. IT STILL WILL NOT use any Fizz data.

Fizz is a pre-paid service. Only, you decide...
If you do not have data in your mobile plan, you cant use it.
And you wont pay for it.
However, if you buy an add-on of data, you'll be able to use it.2
