Could somebody Explain to me why I cannot modify my current Mobile Plan ?

Hi !! I am trying to modify my current mobile plan to save money but I cannot do it because there is an error message for some reason. Could somebody explain to me what is the problem and how can I change my current Plan ?

The only reason can I give you that a plan cannot be modify 48 hours before the new billing cycle
