The party being referred must make a second payment so that both parties will benefit from the referral credit.
If second payment has passed and the referral remains pending, you may contact Fizz support:

Everything that was said above + from my expérience it is very possible that you and you referrals expect delays. Fizz eventually sorted it out, but I had bonus that took more than 2 months to appear.3 -
