For the outgoing to USA you need to have money in the fizz wallet or buy an addon9 -

To do calls in USA, you need to buy add-ons for your calls
and it's free to receive calls from USA with your coverage when you are in your coverage zone.7 -
For mobile phone plans, your calling area matches your coverage area.
If you have Quebec only coverage, you can call any number in Quebec.
If you have Canada coverage, you can call any number in Canada.
Otherwise if you have Canada and USA coverage, you can call any US or Canadian number.
As others mention, to make calls outside those areas you will need to add money to your wallet (Fizz account). You may also change your plan coverage area at your next renewal.7 -
Trying buying traveling add-ons! They don't change your plan permanently and they give you pretty big rewards.5
