Why can't I reach a new Lucky cell phone number?

Hello, I can call any number except my friend's new number. My friend got a new cell phone and new account with a cell phone provider
by the name Lucky mobile cellular or whatever . The company is named Lucky/

the number is **********
We get a message in French like
"La communication ne peut etre etablie, veuillez re-essayer plus tard",
Please help .
