Why do I not receive incoming calls, and people tell me it goes straight to voicemail?

Several people have told me that when they try to call me it either goes straight to voicemail or it says there is an issue with the network. I pay my bills, so I don't understand why this is happening.
Could someone help me please?

Do you have a signal?
Did you already try to reboot the phone?
Do you have some kind of block in your phone?
