What's the reason of my phone number can not be reached by oversea phone numbers?

When my family number oversea dialed my phone number, the voice mentioned my number isn't in service.

Is this issue encountered only when you are called from outside of the country only or when you are called from numbers inside of the country also? Could you please verify with them and make sure that they are also adding +1 in front of the number while placing the call? Very strange if your phone is working correctly when the calls are made locally you must contact the support to debug this issue with them.

Try with this instructions, I tried now and I was able to have the chat bubble.
