How to block Spam Calls routed to my voicemail?

Blocked spam calls are still routed to my voicemail. Heard that I had to ask my phone carrier to block it and prevent it from happening.

at the moment fizz does not offer this service
check on the store, there are app that must be able to hang up to the call, therefore, not routed to the voicemail5
