Can't call Toronto (647) with the Quebec Coverage

Seems like I can't call to to Toronto with the Quebec Coverage.
Says current plan doesn't allow to connect the call.
Does this mean I'd need the Canada Coverage?

    No, you can't. Quebec Coverage is only okay to call/recieve in Quebec. Outside of Quebec? Canada Coverage, or use add-on / wallet.

    Yes you need canada coverage. Or long distance ADDON.

    yes, exactly. With Quebec coverage you can only call Quebec numbers and only make calls from within Quebec. With Canada coverage you can make calls to anywhere in Canada from anywhere in Canada.
