I have not yet added a plan yet, I am looking for details on the Canada + USA coverage plan.
when I select this option, do i need to add international calls to the US (which is not available in the select a country)
I want to be able to call the US from Ontario or Quebec.
Can anyone confirm this?

Yes you can call US from anywhere in Canada (covered by Fizz) with Canada + US coverage (that's the purpose of Canda + US coverage)5
