Can't use data or make calls?

Today was the new billing cycle. It keeps going on and off with one bar in LTE no matter where I am, no data of course.

When I try to make any calls it gives me some message in French then hangs up.

Any idea what to do?

Was working fine this morning. iPhone. Tried it in a different iPhone, same thing.
