Why not able to make calls to a specific number?

Hi,
In my account, I have 2 numbers. 613-668-xxxx and 819-930-xxxxx.
The 613 is working fine since day 1.
I just added a second phone number (819) but it can dial any phone number except my first number (613).
Can anyone help please?

When you change your plan you need to wait the next billing cycle to have it appied
And the money on your wallet or buy an addon for the canada calls

The activation was done over a week ago.
I didn't had any old provider, it's a new number provided by Fizz.

Did you try with +1613, do you have quebec or canada coverage?
Do you have any specific message?
Do you have any block on your 613 phone?
Can you call a different 613 number? I do not know, a public office to test

The 819 is in Gatineau. The 613 is in Ottawa.
Yes, it's different provinces but it's the same area. All the cell phone providers are offering free unlimited calls to 819 and 613 as it was in the same province.

:( I can not call any 613 from the 819. Yes, I have Quebec coverage plan on the 819 and Canada coverage plan on the 613.

I just changed the plan to Canada wide. Still getting "your call cannot be completed at this time..."

Any suggestion ?
