Change the language of voice mail?

I follow the direction to change the voice mail language but each time the operatore repeat the same sentence and nothing happen. What dhould I do?

First go to your voicemail by pressing 1 on your phone app or dial 1-514-647-0999.

Then enter your PIN number and #.

Press 4 for the option of your voicemail.

Press 3 for language option.

Then select 1 if you want to choose English language or 2 if you want to choose French language.
