Yes, you can. Your parents they will pay the call from US to Canada as if they will call you on a land line.
The Canadian plan means that you must be in Canada and that you can call in Canada, but you can receive calls from all over the world without charge for you.5 -

What if calls come from Ontario weather its land line or Cell will the caller be charged?
I'm asking these questions because I'm thinking of canceling my home phone, but don't want to be disconnected from family and friends!5 -
For calls from Ontario, that depends on what kind of home phone or cell phone call the caller has. If they have a Canada wide plan, they won't be charged.8

Whoever is making the call will pay for the call if it isn't included in their calling plan.
It is free for you to receive calls anywhere in Canada.
Fizz is prepaid so there are no surprise charges. If your current plan status (including Add-Os and funds in Wallet) doesn't allow you to have the call, you won't be able to.
