If you bought an Add on to use international call, yes you'll be able to use it right away.4

Just to confirm. Add-ons can be used as long as you are physically within your coverage area
How long does it take to activate an Add-On? How long does it last?
Add-Ons are active immediately. They’re valid until the end of your next payment cycle.
In other words, if there are 10 days left on your current payment cycle, your Add-On will be valid for approximately 40 days.

P.S. NOTE: To use your cellphone while traveling abroad, you will need to buy a Travel Add-On or add funds to your wallet to pay as you go.

The addon should be active immediately. However check your transaction history and your plan to make sure it is active.
Check your transaction history on your Fizz account page under Plans -> History. You should see the receipt for addon purchase.
Also you should see that your addon is active in your plan.
If not, contact the support. They will be able to fix it.
