Data plan ran out, can no longer receive data gift.

Does anyone know if there's an issue with data gifting once your plan has run out of data. I've changed my plan a few days ago and it states that the changes will only reflect at the next cycle. When I logged in today, my plan says I'm out of data and when someone tries to gift me data it says the member cannot be found and/or the user must have a data plan in order to gift data. My cycle reset in two days but I find it quite annoying that I can't receive a data gift for tie me over....

You should contact the support by chat or Facebook messenger. Looks like it is another bug in the system.
Also check your account on the day when your plan should change. You have to contact the support if the change doesn't happen.

Normally there shouldn't be an issue with data gifting when you run out of data since your plan is still considered with data.
There are issues when you change your plan. It started after July maintenance. People complain that their plan change doesn't happen, or the price changes without changing the plan.
Did you change your plan to completely remove data?
