I seem to be able to download the pdf file but it's empty, am I the only one who has this issue?

Everytime I try to download it, I have a message of error. Not only can't I read it but I can't even not download it.5

Looks like there is glitch with this feature.
Anyways the data usage counter is not entirely accurate.
