How do I update carrier settings on IPhone when no carrier settings pops up?

After following the directions and downloading most recent IOS, there was no carrier update pop up . The data on the phone is very slow and loses connectivity.

It sounds like you have some data connectivity already. Try a reboot?2

Are you on Fizz 36 ?3

Try to go to :
Settings / General / About
And this should pop up if you are not on Fizz 36 and on ios 12.25 -
Take out the sim card try a reboot, put back sim card.2
