Why can't i sometimes receive calls on my phone?

For a random period of time (usually around 30 mins), I won't be able to receive calls on my phone. The phone shows it has signal, is connected to the Fizz network, but whenever i try to call myself with another phone, it goes straight to voicemail without ringing. Any idea what might be causing this?

Yesterday but it's been happening on and off for the past few months.0

Yesterday the network was down for the majority of the customers.
