roaming near Fredericton NB - 4 bars but ... "your call cannot be completed at this time"

Roaming near Fredericton NB (Gagetown NB to be exact). The phone worked fine at 18:21 on Saturday Mar.23, but has not worked since. The phone shows 4 full bars of service, but cannot make or receive calls, cannot send or receive texts, data is not working. ( WiFi at Tim Horton's works fine for internet access though )
