Why can't I make out calls?

My friend chose the coverage Quebec for mistake. Now everything is going well except for making out calls. How can this problem be fixed immediately?

    In order to make you must have calls feature in your plan
    .
    For Quebec Coverage you can only make call to Quebec.
    In order to call Canada you have to buy add on
    .
    You can buy add on "International calls" and enter Canada for country.
    It can be used right away .

    Is this a new service, did you just activated a sim card? If this is true, restart your phone..
    Also did you choose minutes in your plan? if not do you have money in your wallet?
