I added a voicemail to my line (581) xxxxxxxx and did the setup on my phone but it still hasn't been activated. See technical issue #13815. I got no answer, although I wrote several times that it hadn't been resolved. Please attend to this as soon as possible.
Your voicemail should start working one payment cycle after you activated it.
