Are toll free numbers reachable? Be it Canada only, NA, rest of the world, inside or outside of your

I'm interested to know how the toll free numbers are handled by Fizz:
Assuming I have Quebec only coverage and assuming toll free number covers Quebec(by the receiving side)
1) Within Quebec, can I call toll free Canada/NA/Rest of the world for free?
2) Outside of Quebec, with local zone roaming add-on can I call toll free Canada/NA/Rest of the world for free?
I know its kind of broad question , so any info is appreciated, thanks!

    The air time will be charged if you don't have unlimited plan regardless coverage
    .
    Depending on your coverage :
    1) Quebec Coverage can call only when you're in Quebec to any NA toll free
    2) Canada Coverage can call any NA toll free from anywhere in Canada.

    Few of us have tried to reach toll free numbers and couldn't figure out how it works really.
    Your assumption is right but it seams like it's not fully implemented at Fizz.
    For example, I have tried to reach Revenu Canada toll free number with my Canad wide plan without success.
    Other users have reported toll free number call being successful.
    So basically, this issue to me, seams to look like the 2FA text message issue.
    Don't hold your breath on this.
