Is this a new issue or you have never been able to receive text ?

If you just ported your number, this function might take a few hours to work. If it is a recent development, one or two apple users have reported needing to update their phones again. If you're using android, do the usual turn the phone off and on again and see if that helps, otherwise you'll need to contact Fizz customer service so they can try to figure out what's gone wrong with your sim or your account.

Android or iphone?
If its like Allison suggested, that is you just ported your number, it will take at least 2 hours
I have test my message (inbox and outbox) international and it's working fine
Try to reset your network settings and give it a go
Hopefully , it resolves your problem
