Did you select the voicemail option at the start of your payment? If you only use the upgrade at level 3-4ish you can only start using it at the start of your next pay period.

Did you try to verify if your "Call fowarding" setting on your cell phone, the options (forward when busy / unanswered / unreacheble) are set to +15146470999
