I can text, I can call, but I can't use my data on my iphone 5?

Fizz network only supports iPhone 5S and later, running the latest iOS 12, I tried it on my iPhone SE, running iOS 11 talk/text works but not data. so you need both hardware and latest OS

If your phone is compatible you may need to update your phone and follow the instructions on how to load up the network.10

Only the iPhone 5 models numbers ending in FH19, FH1C, FH1D, FH1F, FH1G, FH1H have support for AWS, which Fizz (Videotron) mostly uses.
Tap Settings > General > About and check if your serial number ends with any of these four-digit combinations.
