Data not working? SMS notifications not received

Mobile data doesn't work. I received this original welcome to Fizz SMS, but no other SMS received. How do I get the two notifications mentioned below resent to me?
I also tried setting the APN manually that did not work either.

Hi AP,

This is a configuration option which allows you to decide whether you wnat to use this app with mobile data or not. If you want to let all the apps function on mobile data, the you should switch them ON.

Sometimes, these change appear after updating your phone's software version.

I'm think your using and Android device?, the link you shared in your post has the correct configurations needed to manually input your APN settings. Please share a screenshot of your APN screen so we can take a look.

Actually I have a OnePlus and the default for Google Chrome and Google Maps seemed to be "datausage disabled" on. The default for WhatsApp was "datausage disabled" off.

I didn't know that means "do not use mobile data for this app".

since the default was not the same for every app, it explains why only my WhatsApp was working but not the internet browser nor the Google maps app.

this feature only appears when I turn on mobile data and it's under "data usage". Then it lists every app.

since I never had mobile data on before, I didn't know.
